Seeing all the pretty icons and banners everywhere I thought about learning to make some myself.
I'm an absolute beginner, never done something like that before, so I would like to know if

A) it is possible to learn such on my own and
B) if I should buy Paint Shop Pro or Adobe Photo Shop??
